"Good House" Policy Interpretation: A Comprehensive Upgrade of Residential Demand from "Having" to "Excellence"

Since 2025, the China construction of "good houses" has been included in the government work report and multiple top-level designs, marking the official shift of China's housing development from "availability" to "quality". Policies such as the "Residential Project Specifications" issued by the Ministry of Housing and Urban-Rural Development, with "safety, comfort, green, and intelligence" as the core, have established a full-chain quality improvement system.

The policy clearly defines four core standards: in terms of safety, it emphasizes the enhancement of seismic and fire resistance performance, and strict supervision of building material quality; in terms of comfort, it requires newly constructed residential buildings to have a floor height of over 3 meters, mandates the installation of elevators for buildings of 4 floors and above, and sets the sound insulation level of floor slabs at ≤65 decibels; in terms of greenness, it promotes the use of energy-saving building materials and prefabricated construction to reduce building energy consumption; in terms of intelligence, it promotes the digital upgrading of community security and property management and maintenance.
In terms of implementation approach, the policy takes into account both new construction and stock renovation. For newly constructed houses, standardized design and whole industry chain collaboration are employed to ensure quality. For existing houses, efforts are made to promote the renovation of old residential areas and the renewal of urban villages, supporting models such as "trading old for new" and "demolition and reconstruction". Beijing, Shanghai, and other places have piloted the upgrading of old houses into "good houses". Meanwhile, affordable housing fully adheres to the "good house" standards to avoid dual quality standards.
Service support is being upgraded simultaneously, and policies require expanding the boundaries of property services to incorporate convenient services such as elderly care, childcare, and housekeeping, in order to build complete communities. Various regions are exploring and practicing according to local conditions. Fujian has taken affordable housing as a pilot project, while Shenzhen has launched smart affordable housing for the entire home, forming replicable experiences.
This policy transformation not only responds to the public's expectations for high-quality living, but also activates replacement demand and stimulates consumption of green building materials and smart home products through quality upgrades, injecting new momentum into the high-quality development of the real estate market.
